• Adoption of the current Eugene Land Use Code to make it applicable to the two areas added to the <br />Eugene UGB. <br />Ordinance #2: (Land for Housing): <br />• Amendments to the new comprehensive land use plan to adopt a "housing needs analysis" which <br />demonstrates that no land must be added to Eugene's UGB to meet the City's need for housing, and <br />a new inventory of Eugene's buildable lands for housing. <br />Amendments to the Eugene Land Use Code to increase the required minimum density from 10 to <br />13 dwelling units per net acre on lots that are 0.5 acre or larger in the R-2 Medium Density <br />Residential zone, with some exceptions (e.g. housing for low income individuals). <br />For more information, please visit the following website: <br />http://www.eugene-or.gov/2987/Adopting-Our-Urban-Growth-Boundary <br />Review Process <br />The Eugene City Council and Lane County Board of Commissioners will consider the approval criteria below <br />in considering the UGB proposal and the Planning Commissions' Recommendation and in making a decision <br />on the proposal. Following the public hearing, at a separate meeting, the Council and Board will deliberate <br />and take action. <br />What's changed in Version 2; the Planning Commission's Recommendation on the UGB adoption <br />proposal? <br />Version 2 of the proposal reflects the Planning Commission's recommendation and modifications to the <br />UGB adoption package as a result of public testimony heard during the Planning Commission process, <br />Planning Commissioner suggestions, and staff edits for clarity and accuracy. The focus of the changes to the <br />proposed Clear Lake Overlay Zone include restricting division of lots, adjusting prohibited uses and making <br />the new overlay zone easier to administer. <br />Applicable Criteria <br />The proposed actions must be consistent with Chapter 197 of the Oregon Revised Statutes, Chapter 660 of <br />the Oregon Administrative Rules, and the approval criteria as listed here and at http://www.eugene- <br />or.gov/2987/Adopting-Our-Urban-Growth-Boundary, at the link "List of Approval Criteria" and see <br />www.eugene-or.gov/citycode. <br />EC 9.7735 Metro Plan Amendments - Criteria for Approval. <br />EC 9.8065 Code Amendment Approval Criteria. <br />EC 9.8424 Refinement Plan Amendment Approval Criteria. <br />EC 9.8865 Zone Change Approval Criteria. <br />EC 9.8074 Envision Eugene Comprehensive Plan Amendment. <br />Testimony and evidence of those testifying should be directed toward the applicable state laws or criteria <br />(above), or other criteria that the person testifying believes to apply to the decision. All testimony received <br />by the Planning Commissions will also be forward to the elected officials as part of their review process. <br />How do I get involved?
