MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 81h Avenue <br />Eugene, Oregon 97401 <br />January 17, 2017 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, George Poling, Mike Clark via phone, <br />Greg Evans, Claire Syrett, Chris Pryor <br />Mayor Vinis opened the January 17, 2017, meeting of the Eugene City Council. <br />The Mayor and City Council observed a moment of silence and offered comments of remembrance of <br />former City Councilor Andrea Ortiz. <br />1. PUBLIC HEARING: A Resolution Granting a Measure 49 Claim and Waiving a <br />Provision of Chapter 9 of the Eugene Code, 1971 for Property Located at 1777 E. 301h <br />Avenue, Eugene, Oregon (Assessor's Map 18-03-08-11, Tax Lot 602) <br />1. Carolyn Jacobs - Opposed to the claim; usage doesn't meet code, question about assessed value. <br />2. Bill Aspegren - Opposed to the claim; doesn't have merit, could affect future code changes. <br />3. Janet Ayres - Opposed to imposing the claim; supportive of property rights. <br />4. John Barofsky - Supported granting the claim; new code prevents planned development. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to request <br />that the record be kept open for everybody until 5:00 p.m. on January 27, 2017, and for the <br />applicant until 5:00 p.m. on February 3, 2017. PASSED 8:0 <br />PUBLIC HEARING: An Ordinance Concerning the Rental Housing Code; Amending <br />Sections 8.415, 8.425 and 8.430 of the Eugene Code, 1971, and Repealing the Sunset Date <br />1. Janet Ayres - Opposed to the ordinance for owner-occupied homes; code should be abolished. <br />2. John Thielking - Supported the ordinance; noting the local need for such protections. <br />3. Chris Wig - Supported the ordinance; was supported unanimously by rental housing committee. <br />4. Art Bollmann - Supported the ordinance; use the funds for loans or other options for those paying. <br />5. Celine Swenson Harris - Supported the ordinance; basic standards are needed for renters. <br />6. Bill Syrios - Opposed the ordinance; not fiscally responsible to keep program in effect. <br />7. Cliff Gray - Supported the ordinance; better education and outreach on the program is needed. <br />8. Scott Smith - Opposed the ordinance; doesn't provide a cost benefit for citizens. <br />9. Bill Aspegren - Supported the ordinance; review process will allow for timely changes. <br />10. Brett Rowlett - Supported the ordinance; important to have a locally enforced code. <br />11. Dennis Casady - Opposed the ordinance; sunset clause should be kept and code abolished. <br />12. Eric Hall - Opposed the ordinance; program is expensive and costs are passed onto renters. <br />13. Brian Weaver - Opposed the ordinance; program is redundant to State law. <br />14.
