The map "Subarea P4.1: Site Characteristics of Unconstrained Land" shows the remaining / <br />unconstrained land in Subarea P4.1 with the following site characteristic elements displayed: <br />Dismissal of sites that are more than 1 mile by road from access to a State Designated Freight Route <br />The nearest State Designated Freight Route to Subarea P4.1 is Interstate 5. All remaining land <br />under consideration in the eastern portion of this subarea is within one mile of 1-5 except land <br />south of Lane Community College main campus, which lacks access within a mile of 1-5.31 <br />Dismissal of land that could not accommodate one of the following sites on a contiguous area comprised <br />of one or two tax lots: <br />• an industrial site of 75 acres or larger (Eugene needs to add 2 such sites) <br />• an industrial site of between 50 and 75 acres (Eugene needs to add 3 such sites) <br />• an industrial site of between 20 and 50 acres (Eugene needs to add 2 such sites) <br />• an industrial site of between 10 and 20 acres (Eugene needs to add 4 such sites) <br />Subarea P4.1 is divided into many small lots in a diversity of ownership. The sites are <br />fragmented by the constraints identified in the previous section. Two sites in this subarea are of <br />sufficient size to accommodate any of the needed industrial sites. These sites are labeled as <br />P4.1a and P4.1b on the map "Subarea P4.1: Site Characteristics of Unconstrained Land" above. <br />Subarea P4.1 Summary. Based on these findings, the City has determined that Subarea P4.1 has two <br />sites (P4.1a and P4.1b) suitable for further consideration for industrial expansion. <br />(c) Dismiss Candidate Land to which Future Urban Services Could not <br />Reasonably be Provided Due to Topographical or other Physical <br />Constraints <br />All land in Subarea P4.1 can be served. <br />(d) Dismiss Candidate Land if its Inclusion in the UGB would be <br />Untenable Considering the Comparative Environmental, Energy, <br />Economic and Social Consequences that would Result from its <br />Inclusion in the UGB <br />Site P4.1a - <br />This site is 28 contiguous acres of a 50 acre tax lot designated for Agriculture. Land to the west is <br />designated for forest use, while land to the north and east is designated for rural residential use. Land to <br />the south is currently developed as the primary campus for Lane Community College. <br />31 Were they not discarded for distance from a Freight Route, these southern sites would be discarded for <br />insufficient size to meet the identified site characteristics. <br />Appendix B to Findings May 2017 Page 67 <br />
