Dismissal of Land within FEMA Flood <br />Zones (Special Flood Hazard Area) <br />None of the land in Subarea P4.1 is <br />constrained by the FEMA mapped <br />Special Flood Hazard Area. <br />Dismissal of Land with Goal5 <br />Protections (natural resources) <br />12.9 acres of the land in Subarea <br />P4.1 (less than 1 percent) are <br />constrained by Lane County Goal 5 <br />protections. <br />Dismissal of Land with Existing Uses <br />/Development that makes Industrial <br />Redevelopment Highly Unlikely in <br />Planning Period <br />Fifteen (15) tax lots totaling 572.8 <br />acres of the land in Subarea P4.1 (32 <br />percent) have existing uses or <br />development that makes it highly <br />unlikely that, if added to the UGB, <br />the sites would be redeveloped for <br />industrial uses.ao <br />The majority of this land is in 2 tax <br />lots that the City of Eugene owns <br />and maintains as Moon Mountain <br />Park to the north and Mt. Baldy Park <br />(one of an interconnected series of parks that make up the Ridgeline Trail System with over 12 <br />miles of trails) to the south. Lane Community College owns 4 tax lots to support future growth <br />of the college. Other government agencies own 7 remaining tax lots, including: Oregon <br />Department of Transportation (2 tax lots), Eugene Water and Electric Board (2 tax lots), Lane <br />County (2 tax lots), and the Bonneville Power Administration (1 tax lot). The final 2 tax lots are <br />owned and operated by Oak Hill School as a K-12 school campus. <br />Summary of Development Constraints <br />In all, 1,633.3 acres of the land in Subarea P4.1 have one or more development constraints <br />("factors that temporarily or permanently limit or prevent the use of land for economic <br />development" per OAR 660-009-005(2)).
