The map "Subarea P2.7: Site Characteristics of Unconstrained Land" shows the remaining / <br />unconstrained land in Subarea P2.7 with the following site characteristic elements displayed: <br />Dismissal of sites that are more than 1 mile by road from access to a State Designated Freight Route <br />The nearest State Designated Freight Route to Subarea P2.7 is Highway 126. All remaining land <br />under consideration in this subarea is within one mile of Highway 126 except the two southern- <br />most sites.25 <br />Dismissal of land that could not accommodate one of the following sites on a contiguous area comprised <br />of one or two tax lots: <br />• an industrial site of 75 acres or larger (Eugene needs to add 2 such sites) <br />• an industrial site of between 50 and 75 acres (Eugene needs to add 3 such sites) <br />• an industrial site of between 20 and 50 acres (Eugene needs to add 2 such sites) <br />• an industrial site of between 10 and 20 acres (Eugene needs to add 4 such sites) <br />This subarea is divided into many small lots in a diversity of ownership. The sites are fragmented <br />by the constraints identified in the previous section. None of the remaining land in this subarea <br />is of sufficient size to accommodate any of the needed industrial sites. While insufficient to <br />accommodate any need exclusively with second priority land, two sites (identified above on the <br />map "Subarea P2.7: Site Characteristics of Unconstrained Land") are adjacent to fourth priority <br />land that has some potential to be combined with the second priority land to create sites large <br />enough to accommodate some portion of the industrial need. For this reason, these two sites of <br />second priority land are not dismissed at this point. They will be considered for inclusion in the <br />UGB when the subject fourth priority land (Subarea P4.6) is analyzed for inclusion under Section <br />III(f)6, below. <br />Subarea P2.7 Summary. Based on these findings, the City has determined that none of the land in <br />Subarea P2.7 is suitable for industrial expansion without combining it with suitable lower priority land. <br />The two sites noted as candidates for further consideration will be analyzed for inclusion in association <br />with adjacent fourth priority land under Section 2(f)6 below. <br />zs Were these two sites not discarded for distance from a Freight Route, they would be discarded for insufficient <br />size to meet the identified site characteristics. <br />Appendix B to Findings May 2017 Page 40 <br />
