City of Eugene Urban Growth Boundary Study <br />Industrial Land Evalieation <br />Subarea P2.3: Development Constraints <br />The map "Subarea P2.3: Development <br />Constraints" shows the development <br />constraints present in Subarea P2.3. <br />See constraint maps, in Section ILb <br />above, showing the location of each <br />development constraint throughout <br />study area. Some land in the P2.3 <br />subarea has more than one type of <br />development constraint. The map <br />"Subarea P2.3: Development <br />Constraints" is a visual representation <br />of the following information: <br />Dismissal of Land with Slopes in Excess <br />of 5 Percent Grade <br />The United States Geological Survey's <br />10-meter digital elevation model <br />shows that 68.5 acres of the land in <br />Subarea P2.3 (98 percent) are <br />constrained by slopes greater than 5%. <br />Dismissal of Land within FEMA Flood <br />Zones (Special Flood Hazard Area) <br />None of the land in Subarea P2.3 is <br />constrained by the FEMA mapped <br />Special Flood Hazard Area. <br />Dismissal of Land with Goal5 <br />None of the land in Subarea P2.3 is constrained by Lane County Goal 5 protections. <br />Dismissal of Land with Existing Uses/Development that makes Industrial Redevelopment Highly Unlikely <br />in Planning Period <br />One (1) tax lot totaling 1.7 acres of the land in Subarea P2.3 (2 percent) has existing uses or <br />development that makes it highly unlikely that, if added to the UGB, it would be redeveloped for <br />industrial uses. This tax lot is a part of the trailhead for Spencer Butte Park (one of an <br />interconnected series of parks that make up the Ridgeline Trail System with over 12 miles of <br />trails). <br />Summary of Development Constraints <br />In all, 68.5 acres of the land in Subarea P2.3 have one or more development constraints <br />("factors that temporarily or permanently limit or prevent the use of land for economic <br />development" per OAR 660-009-005(2)).
