A small tax lot <br />adjacent to these right-of-way <br />lots is owned and operated by <br />the Eugene Water and Electric <br />Board. The largest tax lot is <br />owned and operated by the <br />Oregon Horse Center. Two lots <br />west of River Road are owned <br />and operated by Springfield <br />Metro Wastewater. The <br />easternmost tax lot is owned <br />In all, 795.3 acres of the land in Subarea P4.9 have one or more development constraints ("factors that <br />temporarily or permanently limit or prevent the use of land for economic development" per OAR 660- <br />009-005(2)).
