Eugene Ordinance Exhibit E <br />[Lane County Ordinance Exhibit F-3] <br />• Definitions for "Comprehensive Plan" and "Envision Eugene <br />Comprehensive Plan" are added in alphabetical order to Section 9.0500 <br />of the Eugene Code, 1971, and the definition of "Metro Plan" is <br />amended to provide as follows: <br />9.0500 Definitions. As used in this land use code, unless the context requires otherwise, <br />the following words and phrases mean: <br />Comprehensive Plan. "Comprehensive plan" is a reference to the Eugene- <br />Springfield Metropolitan Area General Plan (Metro Plan), to the Envision <br />Eugene Comprehensive Plan, or to both plans. The applicable plan is <br />determined by considering the context of the code's reference and the <br />content of the two plans at the time the reference question arises. The city is <br />taking incremental actions to adopt the Envision Eugene Comprehensive Plan <br />and to make corresponding portions of the Eugene-Springfield Metropolitan <br />Area General Plan inapplicable to the city. <br />Envision Eugene Comprehensive Plan. The Envision Eugene Comprehensive <br />Plan is Eugene's city-specific comprehensive land use plan, co-adopted by <br />Eugene and Lane County. This Plan provides guidance to the city as it plans <br />for the future growth and development of the city. The city is taking <br />incremental actions to adopt the Envision Eugene Comprehensive Plan and to <br />make corresponding portions of the regional comprehensive plan (the <br />Eugene-Springfield Metropolitan Area General Plan) inapplicable to the city. <br />Metro Plan. The Eugene-Springfield Metropolitan Area General Plan, is the <br />regional comprehensive land use plan for the cities of Eugene and Springfield and <br />those parts of Lane County within the urban growth boundary. The jurisdictional <br />boundary of the plan also includes a slightly larger geographic area outside the <br />urban growth boundary west of 1-5. The city is taking incremental actions to <br />adopt the Envision Eugene Comprehensive Plan and to make corresponding <br />portions of the Metro Plan inapplicable to the city. <br />• Section 9.1010 of the Eugene Code, 1971, is amended to provide as <br />follows: <br />9.1010 Purpose of Zoning Regulations. The broad purpose of zoning regulations is to <br />protect and promote the public health, safety, and welfare, and to provide the <br />economic, social and environmental advantages which result from an orderly, <br />planned use of land resources. Such regulations generally are designed to <br />implement the [N4e nl, comprehensive plan, Growth Management Study and <br />other applicable adopted plans and policies. <br />Page 3 of <br />41 May 2017 <br />
