The result is about 8.4 acres of <br />additional commercial capacity. <br />Timing: The City Council adopted the re-designation of the 10.3 acres of MDR to Commercial on <br />July 9, 2014, and it became effective 30 days later. The City's action was acknowledged by the <br />Oregon Department of Land Conservation and Development pursuant to ORS 197.625(1)(a). <br />➢ Efficiency Gained: 8.4 acres of Commercial land. <br />3. Downtown & Mixed Use Code Amendments <br />The City has taken actions to boost redevelopment downtown. Measures 4 and 5 are included in <br />these actions. <br />Applicability: C-2 Community Commercial Zone, C-3 Major Commercial Zone (downtown), /ND <br />Nodal Development Overlay Zone, and /TD Transit Oriented Development Overlay Zone. <br />Assumptions: The goal of these amendments is to facilitate compact urban development in <br />downtown, on key transit corridors, and in core commercial areas, consistent with Envision <br />Eugene. The amendments address this as follows: <br />Surface Parking Limitation. The goal of this amendment is to provide flexibility for <br />redevelopment sites within downtown by allowing up to 20 additional surface parking <br />spaces for sites where all vehicle access is via an alley, and removing the prohibition on <br />stand-alone surface parking lots. <br />Large Commercial Facilities Standards. The goal of this amendment is to ensure that <br />development standards applicable to downtown developments are appropriate for a <br />high quality urban setting by exempting downtown developments from certain large <br />commercial facility standards. <br />Commercial Landscaping Standards. The goal of this amendment is to make the <br />commercial landscaping standards align with desired urban development and a <br />pedestrian-oriented streetscape design by reducing the minimum landscape area <br />requirement downtown and removing the required width for front yard landscape beds. <br />Nodal Development Overlay Zone. The goal of this amendment is to provide flexibility <br />while adding clarity, in application of these standards by allowing for all properties to <br />seek adjustments to the development standards, by adding relevant adjustment review <br />criteria, and by clarifying applicability of the standards. <br />Traffic Impact Analysis/Level of Service in Downtown. The goal of this amendment is to <br />provide clarity in the expected outcome for property owners and affected community <br />members by remove the TIA requirement and reduce the allowed level of service for <br />projects within the Downtown Plan area, with the exception of the properties subject to <br />the EWEB master plan. <br />Employment Land Supply Study I Draft February 2017 Part IV- Page 9 <br />
