Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />Future changes in the zoning of this land to a zone that would allow a more intense use, will require <br />analysis under Goal 12 and its implementing rules at OAR 660-012-0060. Pursuant to OAR 660-024- <br />0020(1)(d), no analysis under that section is needed at this time. <br />In conjunction with the Envision Eugene UGB Project, the City of Eugene has developed a new local <br />transportation system plan, the Eugene 2035 Transportation System Plan. As of May, 2017, that Plan <br />has not yet been adopted, but is scheduled for adoption prior to the adoption of the UGB. The 2035 <br />Transportation System Plan addresses all of the requirements of Goal 12 and its implementing rules at <br />OAR 660-012. The findings prepared for the 2035 TPR adoption ordinance are included in the record for <br />this action and, to the extent applicable, are incorporated herein. <br />Five transportation projects needed for the 2035 population (the population addressed in the 2035 <br />Transportation System Plan) have been identified on land located in the UGB expansion areas. These <br />are added to the 2035 Transportation System Plan by section 5 and Exhibit D of the City's Employment, <br />Park and School Ordinance. Additional amendments to the 2035 Transportation System Plan will be <br />proposed in the future to update language in the 2015 Transportation System Plan to add references to <br />the Envision Eugene Comprehensive Plan and to revise text related to the five additional projects added <br />with this Ordinance (e.g. update references to the number of projects, financial information regarding <br />the collective cost of projects, and maps showing the location of the UGB). <br />Statewide Planning Goal 13 - Energy Conservation <br />Statewide Planning Goal 13 "To conserve energy." <br />The State has not adopted specific rules for complying with Statewide Planning Goal 13. Consistent with <br />Goal 13, the City of Eugene's plans for accommodating growth are based on a philosophy of compact <br />urban development, with land use regulations to preserve livability.
