Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />(3) Inventory of Industrial and Other Employment Lands. Comprehensive plans for all areas within <br />urban growth boundaries must include an inventory of vacant and developed lands within the <br />planning area designated for industrial or other employment use. <br />This action includes the adoption of a 2012-2032 Employment Buildable Lands Inventory at Part VI of the <br />Employment Land Supply Study. It identifies the location of all vacant and developed lands designated <br />for industrial or other employment use within the Eugene UGB. <br />This action also includes the adoption of a land supply analysis of the employment land within the UGB, <br />prior to the expansion that takes place as part of this action. That analysis is Part I of the "Employment <br />Land Supply Study" appendix to the Envision Eugene Comprehensive Plan. It identifies the location of all <br />vacant and partially vacant lands designated for industrial or other employment use within the Eugene <br />UGB and estimates for redevelopment. <br />(a) For sites inventoried under this section, plans must provide the following information: <br />(A) The description, including site characteristics, of vacant or developed sites within each <br />plan or zoning district; <br />This action includes the adoption of the 2012-2032 Employment Buildable Lands Inventory at Part VI of <br />the Employment Land Supply Study, which describes vacant and developed sites within each plan <br />district (plan designation). As explained, site characteristics, including specific development constraints <br />and existing land uses, were used in the City's land supply model to identify the sites to be included on <br />the Inventory. <br />(B) A description of any development constraints or infrastructure needs that affect the <br />buildable area of sites in the inventory; and <br />The 2012 Land Supply Study at Part I of the Employment Land Supply Study appendix to the Envision <br />Eugene Comprehensive Plan describes development constraints or infrastructure needs that affect the <br />buildable area of sites that ultimately appear on the 2012-2032 Employment Buildable Lands Inventory. <br />(C) For cities and counties within a Metropolitan Planning Organization, the inventory <br />must also include the approximate total acreage and percentage of sites within each <br />plan or zoning district that comprise the short-term supply of land. <br />Eugene and Lane County are within a Metropolitan Planning Organization (the Central Lane <br />Metropolitan Planning Organization). "Short-term supply" is "suitable land that is ready for construction <br />within one year of an application for a building permit or request for service extension." OAR 660-009- <br />0005(10). The rule specifies that "[e]ngineering feasibility is sufficient to qualify land for the short-term <br />supply of land. Funding availability is not required." In the 2012 Employment Land Study at Part I of the <br />Employment Land Supply Study (see subsection 5, titled "Short Term Supply of Employment Land"), the <br />City provides the approximate total acreage and percentage of sites within each plan district (plan <br />designation) that comprise the short-term supply of land. All of the City's short term supply is located <br />within the pre-expansion area of the Eugene UGB. <br />(4) Assessment of Community Economic Development Potential.
