Exhibit ML <br />EXCERPT FROM DESIGN STANDARDS AND GUIDELINES FOR <br />EUGENE STREETS, SIDEWALKS, BIKEWAYS AND <br />ACCESSWAYS <br />LOCAL STREETS <br />Local streets are the framework around which <br />communities are built. Although the primary <br />function of local streets is to provide access to <br />properties fronting on the street, to a great extent, <br />they also determine the form and character of cities <br />and neighborhoods.
