Oakleigh Lane. Eugene, Oregon <br />April 5, 2017 <br />Page: 9 of 14 <br />Adequate Parking. When parking opportunities are inadequate, people are more likely to <br />park illegally in locations that may block access by emergency service vehicles. Communities <br />need to review their parking standards when they consider adopting narrow street standards <br />to make sure that adequate on-street and off-street parking opportunities will be available. <br />Response: There are no designated parking lanes on Oakleigh Lane. Parking <br />in the right-of-way is legal on both sides of the street. Vehicles park within <br />the paved area and right-of-way (See photos in Exhibit D.1 and Exhibit E.1). <br />Parking Enforcement. The guidelines are dependent on strict enforcement of parking <br />restrictions. Communities must assure an on-going commitment to timely and effective <br />parking enforcement by an appropriate agency. In the absence of such a commitment, these <br />narrow street standards should not be adopted. <br />Response: Review of the project site shows an apparent lack of parking <br />enforcement. The presence of an abandoned vehicle and fire wood within <br />the public right-of way on the gravel area shows that availability for the <br />gravel area cannot be relied to be used as a pullout area. <br />Eugene Code, Chapter 9: Sections 9.6800 through 9.6875 of Eugene Code Chapter 9 establish <br />standards for the dedication, design and location of public ways. The applicable standards <br />contained on pages 9.6-88, through 9.6-95 in the "Eugene Code, 2012 Edition" were evaluated to <br />determine the project site's ability to efficiently and safely accommodate emergency fire and <br />medical service vehicles. (See Exhibits K.1-K.5 for excerpts of pages 9.6-88 through 9.6-95 of the <br />"Eugene Code"). The following key factors were considered: <br />EC 9.6805 Dedication of Public Wads. <br />As a condition of any development, the City may require dedication of public ways for bicycle <br />and/or pedestrian use as well as for streets and alleys, provided the city makes findings to <br />demonstrate consistency with constitutional requirements. Public ways for pedestrian and <br />bicycle aecessways, streets and alleys to be dedicated to the public by the applicant shall <br />conform with the adopted Street Right-of-way Map, and EC Table 9.6870. <br />Response: Consistent with this provision, the City should require dedication of <br />public ways along property frontages abutting Oakleigh Lane for Oakleigh Lane <br />to conform with the adopted street right-of-way/paving minimums set forth in <br />EC Table 9.6870 and develop an alternative emergency vehicle, bicycle, and <br />pedestrian aecessways from Oakleigh Lane to adjacent street(s). <br />EC 9.6815 Connectivity for Streets. <br />1.
