Oakleigh Lane. Eugene, Oregon <br />April S, 2017 <br />Page: 6 of 14 <br />Response: There are no designated parking lanes. The existing public right- <br />of-way does not have adequate width to provide a 7' wide parking lane. <br />J. Cul-de-Sacs <br />1) Maximum length for a cul-de-sac is 400 feet, measured from the Centerline of the <br />intersecting street to the radius point of the cul-de-sac bulb. <br />Response: Oakleigh Lane is a 1000-foot long street that dead ends at its <br />eastern terminus. There is no cul-de-sac bulb at the end of the street. <br />However, the City's "Final Order" requires a temporary "hammerhead" <br />turnaround on the PUD site. <br />2) A cul-de-sac will normally terminate in a standard cul-de-sac bulb. In the event that a <br />standard bulb is not feasible, a "Y" or "T" turnaround may be used. <br />Response: Oakleigh Lane dead ends at its eastern terminus without adequate <br />turnaround. Oakleigh Lane does not have a cul-de-sac bulb, a "Y" or "T" <br />turnaround area. However, the City's "Final Order" requires a temporary <br />"hammerhead" turnaround on the PUD site. <br />3) Cul-de-sacs constructed with 20' of paving and more than 150 feet in length must provide <br />a 12' emergency vehicles, bicycle, and pedestrian accessways from the bulb to an adjacent <br />street. <br />Response: Oakleigh Lane has less than 20 feet of paving and more than 150 <br />feet length; but, it does not have a 12-foot emergency vehicles, bicycle, and <br />pedestrian accessways connecting its bulb to an adjacent street. <br />ODOT Design Standards: The standards contained in the "ODOT Neighborhood Street Design <br />Guidelines" were used to determine the project site's compliance with ODOT's "queueing street" <br />standards. Excerpts of pages 2, 3, 8, 9, 17 and 18 of the ODOT Neighborhood Street Design Guidelines <br />are included in Exhibits J.1-J.6. Table H below summarizes the study location's roadway geometry <br />and applicable roadway design standards for "queuing street" obtained from the dimensions <br />shown in "Scenario 1" and "Scenario 2"in Exhibits J.5 and J.6, respectively. <br />Nemariam Engineers & Associates, LLC.
