This queuing effect has been found to be an effective <br />and safe method to reduce speeds and non-local traffic.' <br />"Evidence in the record, including color photographs, video footage and written <br />submittals demonstrate that, for most of the length of Oakleigh Lane, there are gravel <br />parking areas that provide opportunities for vehicles to pull over and allow other <br />vehicles to pass, as called for in the language quoted above. These gravel areas and the <br />approximately 6 feet of paving that lies outside the right of way on the south side of <br />Oakleigh Lane will provide any necessary 'parking lanes'. <br />"The PC finds the expert testimony of Mr. Weishar is credible and reliable. There is no <br />evidence submitted by the opponents that outweighs or contradicts this expert <br />testimony. The City's street design standards, adopted by the City Council, indicate that <br />a 14' paving width will ensure unimpeded emergency response." <br />It appears these findings were originally written by a City planner and then provided to the <br />commissioners for formal adoption, so this planner bears most of the responsibility for the <br />blatantly false statement that the City Council adopted "14' paving width" as a standard that <br />would "ensure unimpeded emergency response." Nothing could be further from the truth. <br />As planning staff knew full well when concocting this false claim, the Council adopted <br />standards in the Design Standards and Guidelines for Eugene Streets, Bikeways and Accessways that <br />clearly and unambiguously established that 21' is the minimum paving width for a "queuing <br />street" and 20' is the minimum paving width for a two-way street with no parking on either <br />side.
