Wiz„ C 0 H 0 U S I N G <br />degree angle, and the offsets for the proposed access point to the nearest <br />existing intersections comply with the requirements of EC 9.6830(2). <br />As part of this development, the applicant will provide the required <br />improvements to the landscape strips, curb cuts, and driveway. No public <br />sidewalks adjoin the property. There is a special setback required, as per EC <br />9.6750, on the subject site and compliance.to that standard is addressed in <br />detail on the proposed site plan. The proposed on-site vehicle circulation <br />system meets the development standards of the Eugene Code. <br />(b) Pedestrian, bicycle and transit circulation, including related facilities, as <br />needed among buildings and related uses on the development site, as well as <br />to adjacent and nearby residential areas, transit stops, neighborhood activity, <br />centers, office parks, and industrial parks, provided by the city makes findings <br />to demonstrate consistency with constitutional requirements.. "Nearby" <br />means within X mile that can reasonably be expected to be used by <br />pedestrians, and uses within 2 miles that can reasonably be expected to be <br />used by bicyclists. <br />Findings: Cohousing supports and nurtures carpooling and general reduction <br />of vehicular use, as stated above, by creating a cultural environment <br />conducive to sharing and healthier means of travel. The PUD is designed <br />with a primary focus on pedestrian and bicyclist access and circulation,' and <br />aims to encourage such uses by providing a comprehensive interconnected <br />network of convenient and safe on-site concrete paths, four covered and <br />secured bicycle parking sheds, and one auxiliary bicycle maintenance facility <br />("bike barn"), strategically located near all building entrances, at <br />intermediate locations between buildings, and also at proposed PUD path <br />connections to existing paths serving the Ruth Bascom Path System. <br />The orientation of these service elements will allow for greater ease-of-use <br />for commuters, a tactic that increases resident pedestrian and bicycle <br />activity. The proposed bike barn marks the connection to/from the PUD to <br />the adjacent path system. An existing path from the park extends into the <br />development property by means of the adjacent city property. This PUD <br />proposes an improved physical connection to that path as well as providing <br />the long-term maintenance of the connection. As stated previously,.there is <br />also an existing informal dirt path that connects the park to Oakleigh Lane <br />along the North property line that will also be improved and maintained by <br />Oak leigh Meadow LLC.
