O H O U S I N G <br />• While the time frame for annexation may vary, annexation should occur as <br />land transitions from urbanizable to urban. ` . <br />Findings: The development property, contiguous to the Urban Growth <br />Boundary, has been annexed to the City of Eugene in early 2013 prior to this <br />PUD, Tentative Plan submittal as indicated above and thusly complies with <br />these policies. <br />METRO PLAN - SPECIFIC ELEMENTS: (A) RESIDENTIAL LAND USE AND HOUSING ELEMENT <br />(Policy A.17) Provide opportunities for a full range of choice in housing type, <br />density, size, cost, and location. <br />(Policy A. 20) Encourage home ownership of all housing types, particularly for <br />low-income households. <br />Findings:` The PUD proposes Cohousing, a type of residential housing that is <br />currently not available in the Eugene metropolitan area or in the River Road <br />/Santa Clara neighborhood. Cohousing projects, including this PUD, have <br />dwelling units that are individually owned and are priced to reflect modest <br />housing cost rates in the local area. <br />METRO PLAN - SPECIFIC ELEMENTS: (C) ENVIRONMENTAL RESOURCES ELEMENT. RIPARIAN <br />• CORRIDORS, WETLANDS, AND WILDLIFE HABITAT (GOAL 5) <br />(Policy C.17) The map titled 'Goal 5 Significant Riparian Corridors for the area <br />inside the Metro Plan Boundary and outside the UGB, dated January 2004, <br />adopted and incorporated here, shall be used to identify significant riparian <br />corridors for purposes of applying Goal 5 riparian protection provisions in <br />Lane Code Chapter 16 for areas outside the UGB and inside the Plan <br />Boundary. The map is on file at the Lane County Management Division. <br />Findings: The proposed PUD does fall within the boundaries of the above <br />stated map and, as such, Goal5 Significant Riparian Corridors criterion does <br />apply. <br />OPEN SPACE (GOAL 5) <br />(Policy C.20) Continued local programs supporting community gardens on <br />public land and programs promoting urban agriculture on private land shall <br />be encouraged.
