EC 9.6796 Dedication of Stormwater Easements. <br />This standard does not apply because the proposed stormwa ter facilities are to be privately <br />operated and maintained. <br />EC 9.6797 Stormwater Operation and Maintenance <br />The purpose of this standard is to ensure that stormwater management facilities are operated <br />and maintained in a manner consistent with the stormwater development standards. This <br />standard applies to all facilities designed and constructed in accordance with the stormwater <br />development standards. This section also specifies when, and under what conditions, the public <br />will accept function maintenance. Consistent with these standards, the applicant proposes <br />private operation and maintenance of the on-site stormwater management facilities. To ensure <br />compliance.with EC 9.6797(3)(c), as proposed, the following condition of approval is <br />recommended. <br />The final site plan shall note: "On-site stormwater management facilities will be <br />privately owned and operated. An operation and maintenance plan will be, developed <br />consistent with the City's Stormwater Management Manual, and notice of this plan will <br />be recorded, during the building permit process." <br />With the.findings, conditions, and future permit requirements noted above, staff finds that this <br />criterion will be met. <br />• <br />(11)(k) All other applicable development standards for features explicitly included in the <br />application except where the applicant has shown that a proposed noncompliance is <br />consistent with the purposes set.out in EC 9.8300 Purpose of Planned Unit Development.. <br />Features explicitly included in the application that triggers review of other development <br />standards, are the parking area, which requires compliance with EC 9.6420 Parking Area <br />Standards; and the configuration of the proposed access connection, which requires <br />compliance with EC 7.410 Access Connections Number. Width and Shared. <br />The development includes 47 parking spaces, including 8 garage spaces, 8 carport spaces and <br />31 graveled open parking spaces. , Public Works staff confirms that the stall and aisle <br />dimensions comply with the parking area standards at EC 9. 6420(l), however based on the 22' <br />wide drive aisle, all of the parking spaces will be compact spaces. Therefore, for compliance <br />with EC 9.6420(1), the following condition is warranted: <br />Prior to.fi:nal site review approval,'Sheet AIA shall be revised to show striping for each <br />parking space and to designate each parking space as "compact". <br />Additionally the proposed parking lot complies with the parking lot drainage requirements at <br />• EC9.6420(2) and the drive aisle requirements of EC9.6420(5). <br />PDT13-01 Oakleigh Cohousing Page 19 of 22 <br />1273 <br />
