higher density development that might not otherwise come. 'Some believe that planning <br />should be deferred because of the downturn in the local and national economy, and the <br />imminent threat',of global climate change. Others feel that planning is especially important for <br />these same reasons-that there is a renewed urgency to change how we live, and that this Plan <br />can help meet important sustainability goals. <br />Ultimately, not every viewpoint could be reconciled or reflected in the Concept Plan. However, <br />the Plan does attempt to "weave" a vast amount of public input into a coherent plan that <br />enjoys broad public support. <br />The Concept Plan is intended to provide the City, neighborhood associations, property owners <br />and residents a map for future action. It includes implementation strategies for: preservation <br />and enhancement of the Willamette River Greenway and parks; a sustainability strategy; a <br />transportation improvement plan; land use and development objectives with concepts for <br />potential changes to the land use code; and a public collaboration and partnerships strategy. <br />The Lower River Road Concept Plan concludes with over thirty recommendations grouped <br />under the five strategies. <br />Major external forces are at work that will affect implementation of this Concept Plan, so good <br />judgment and discretion will be needed as next steps are considered.
