and expedited development application review for property owners who <br />wish to propose projects that meet the intent of the zoning and development <br />code changes outlined in Section 2 of this report and summarized in Table 1 <br />but are not otherwise permitted. under current zoning. <br />The primary regulatory vehicle providing flexibility in applying development <br />standards is the PD-Planned Unit Development Overlay Zone (Eugene Code <br />Section 9.430). Incentives that would make using a PD cost effective and <br />timely should be considered. <br />4.3 The City should assign a staff person at the Eugene Planning Division to be <br />the lead contact and coordinator for activities associated with zoning and <br />development code amendments in the lower River Road area. <br />Mid-Term Recommendation: <br />4.4 Initiate creation of a Special Area Zone. The City should prepare a work plan, <br />schedule and budget and initiate a code amendment process to remove the <br />ND Overlay Zone within the study area, and adopt a new (S) Special Area <br />Zone. A new S Zone should include some of the ND Overlay requirements <br />and additional standards and requirements as outlined in Section 2 of this <br />report and summarized in Table 3. The development of a proposed S Zone <br />proposal should involve the active participation of property owners, tenants, <br />residents, RRCO, WCC and other stakeholders. <br />Long-Term Recommendation: <br />4.5 Complete plan and amendments for S Zone adoption. The City should <br />complete a proposed S Zone for the area, and submit any necessary <br />Comprehensive Plan and Zoning Code amendments to the Planning <br />Commission and City Council for public hearings, consideration and adoption. <br />Implementation Strategy 5: Public Collaboration & Partnerships <br />5 Embrace public input, guidance and investment so that the concept plan and its <br />implementation have the broadest community support, and so that public/private <br />partnership opportunities and investments are assured. <br />Ensure that plans are developed with as much collaboration as possible among residents and <br />property owners, and early neighborhood input is sought as part of the development <br />application and approval process. Recognize that public investments in infrastructure and <br />services will be a critical part of a successful redevelopment effort and that forging strong <br />partnerships are a key to attracting these investments. <br />
