3. IMPLEMENTATION STRATEGIES <br />3.1 Introduction <br />The Lower River Road Concept Plan Implementation Strategies are a guide to actions that <br />should be used to translate the Lower River Road Concept Plan described in Section 2 of this <br />report into a reality. It incorporates the vision for the area developed by the Rasor Mixed Use <br />Center Community Advisory Committee into "short term", "mid-term" and "long-term" actions <br />the City and stakeholders should take to implement the Concept Plan. There are five key <br />implementation strategies with over thirty supporting recommendations. A Short-Term Work <br />Program is also identified. See Table 3. <br />As projects and actions are completed and more experience obtained, these Implementation <br />Strategies and recommendations should be revisited and revised accordingly. It is <br />recommended that the Short-Term Work Program be updated periodically so that progress can <br />be monitored and new plans and programs revised to reflect progress or timeframe <br />adjustments. The Short and Mid-term recommendations should be tied to the City's Capital <br />Improvement Program to reflect priorities and funding requirements for each project. <br />3.2 Implementation Strategies <br />The Implementation Strategies and action recommendations described below are activities the <br />City and stakeholders should undertake in order to implement the Lower River Road Concept <br />Plan. It is understood, however, that accomplishing these activities will largely depend on the <br />availability of public and private funds, availability of City staff and neighborhood resources for <br />project assignments, and interest by property and business owners and residents of the area. <br />Strategies and action recommendations should be considered during annual budgeting and <br />work program preparation of the City, and by the River Road Community Organization and <br />Whiteaker Community Council in development of their Neighborhood Action Plans. <br />Implementation Strategy 1: Willamette River, Willamette Greenway and Rasor Park <br />Continue to protect and enhance the resources located within the Willamette <br />Greenway boundary. <br />Focus on public lands including Rasor Park and West Bank Bike Path corridor, EWEB and private <br />parcels within the Willamette Greenway boundary. Enhance habitat and natural values, air and <br />water quality, history, land configuration and public access to and from the West Bank Bike <br />Path. Improve the visual/aesthetic relationship between the river corridor and neighborhood <br />and commercial areas, and provide visual connections to the river. <br />Short-Term Recommendations: <br />1.1 Consider creation of a tax incentive program that would establish incentives for private <br />property owners to restore riparian areas. If an incentive program is approved, make <br />this area eligible for these incentives. <br />
