Table 2 <br />Recommended Code and Development Standard Amendment Concepts <br />June 2009 <br />RASOR PARK AND GREENWAY <br />Implement the Rasor Park Master Plan and consider <br />refinements. <br />Consider implement the LCOG's recommendations from the <br />Green way Corridor Enhancement Analysis. <br />Consider a number of specific facilities and park functions <br />that were identified during the public workshops: <br />community gardens; children's play area; gardens; public <br />forum space; sound barrier. <br />Address the issue of unpredictability and uncertainty in <br />Willamette Greenway permitting created for both the <br />multiple property owners and the neighborhood. Typically <br />Willamette Greenway permits are considered on a site by <br />site basis and permitting criteria are very general. <br />Take advantage of a district based Willamette Greenway <br />permitting process to address a number of corridor-wide <br />issues including pedestrian/bicycle connectivity from River <br />Road to the bike path, and view corridors to the river. <br />Code and Development Standard Amendment <br />• The existing Master Plan that emphasizes preservation as a <br />natural resource area should be implemented. <br />• Consider refinements to the plan that address parking <br />location and design, pedestrian interface along River Road, <br />and location and design of pathways and their relationship <br />to abutting properties. <br />• Issues, opportunities and recommendations are identified in <br />the Greenway Corridor Enhancement Analysis for: <br />o Regulatory factors, <br />o Public facilities and recreation, <br />o Natural Resources and water quality, and <br />o Views and visual quality. <br />• Develop a public process to consider public sites within the <br />study area but outside of Rasor Park for community <br />gardens, public assembly areas, and playground areas. <br />• Coordinate this process with the implementation of the <br />Rasor Park Master Plan. <br />• Prepare a single Willamette Greenway permit for the entire <br />area that would streamline development approvals and <br />clarify requirements. <br />• Involve the City, property owners and the neighborhood. <br />• The Greenway Corridor Enhancement Analysis includes a <br />number of elements to be addressed in a single greenway <br />permit. These elements should include pedestrian and <br />bicycle connections between River Road and the West Bank <br />Bike Path. <br />• Encourage property owners to grant conservation <br />easements as an incentive. <br />• Provide incentives for private property owners to restore <br />riparian areas. <br />• Adopt the recommendation from the River Road Conceptual <br />Design Plan for signalized intersections and pedestrian <br />crossings on River Road, and for connections to the river. <br />• Utilize a single Willamette Greenway permit application as <br />the method to assure the connections are implemented as <br />development of private property occurs. <br />• Provide incentives for private property owners to dedicate <br />public access easements and make improvements in <br />advance of development. Develop standards for <br />pedestrian/bike connections. <br />• Establish funding priorities for river connections located on <br />public properties. <br />• Identify opportunities for view corridors from River Road to <br />the river. Incorporate view corridor requirements into <br />design guidelines and standards for private developments. <br />GENERAL-APPLY THROUGHOUT THE AREA <br />Replace the NO Overlay with a Special Area Zone and focus <br />mixed use and nodal development standards on commercial <br />and residential areas. <br />• Remove the ND Overlay. <br />• Adopt a new Special Area Zone with boundaries that include <br />currently zoned R-2, C-1, C-2 and GO areas within the Study <br />Area. Also include R-1 parcels that front River Road. <br />
