Dixon I Architect <br />September 41h, 2015 <br />My name is Will Dixon and I provide this testimony to the Planning Commission with <br />regard to the e-mail correspondence between Assistant Building Official Mark <br />Whitmill and me in June of 2014 which is submitted herewith, and to respond <br />briefly to two videos submitted into the record on August 31, 2015. <br />The e-mail confirms the City's approval of an Alternate Material(s) & Method(s) <br />Application to permit automatic sprinklers in the dwelling units. Mr. Whitmill states <br />in this e-mail that the sprinklers were approved after review by Deputy Fire Chief <br />Keith Haggas. <br />With regard to the two videos submitted into the record and titled <br />"2015August30PedestriansBicyclistsAndVehiclesSharingtheOakIeighLanePavement" <br />and "2015August30TruckLeavingOakleighLaneResidence," these two videos appear <br />to be staged. I have lived a block away from Oakleigh Lane for the past fifteen <br />years, and have frequently walked, ridden bikes and driven up-and-down Oakleigh <br />Lane. In that time, I have never encountered this much on-street parking, or bicycle <br />and pedestrian activity on the street. In my experience, while some vehicles park on <br />the shoulders of the road, most vehicles are usually parked in the adjoining <br />driveways of homes. While pedestrian and bicycles use the street as well, it is <br />infrequent, and I have never seen adults or children walking down the center of the <br />road. <br />I believe that my own videos of Oakleigh Lane taken on the afternoon on the same <br />day as the Planning Commission's August 17th meeting more accurately reflect the <br />levels of on-street parking and the infrequent use of the street by bicycles and <br />pedestrians which actually occurs. <br />Sincerely, <br />~•~PcQ c.~ <br />300 Blair Blvd., Eugene, OR 97402 - 541-689-3548 • www.willardcdixon.com <br />292 <br />
