Pedestrian, Bicycle, and Transit Facilities <br />Mr. Fodor made the assertion that the TIA did not include a discussion or analysis of the pedestrian, <br />bicycle, and ADA facilities. However, Sandow Engineering provided a detailed discussion of <br />pedestrian, bicycle and transit facilities as included in Section 6.0 of the TIA. This included a <br />discussion of existing transit service which uses the covered bus stop adjacent to the site (Section <br />6.1) and pedestrian and bicycle site access and surrounding facilities including the Amazon Multi- <br />Use Path located along the west side of Hilyard Street (Section 6.2). Additionally, ADA ramps and <br />crossings at 31St Avenue and 32nd Avenue were discussed including discussion about the difficulty <br />pedestrians had finding adequate gaps to cross and the use of the median by pedestrians as a <br />refuge. This discussion led to the staff condition of a pedestrian crossing on Hilyard mid-block <br />between 32nd St and 31St St. <br />Functionality and Design of Mid-Block Crosswalk <br />As conditioned for approval by the City, an enhanced mid-block crosswalk will be installed including <br />a Rectangular Rapid Flash Beacon (RRFB), median refuge, striping, signage, street lighting, access <br />ramps and connection to the Amazon Path. Although not yet designed, the crosswalk shall be <br />designed and constructed in accordance with all applicable City and Industry Standards, and plans <br />must be reviewed and approved of by the City before commencing construction of the crosswalk. <br />The image below illustrates an example of an enhanced mid-block crosswalk with RRFB similar to <br />the one to be installed by this development. <br />
