Local motor <br />vehicle traffic will be the primary users of these streets. Cyclists and pedestrians currently use <br />Capital Drive to connect to the trails in Hendricks Park. <br />EC 9.6850 Street Classification Map <br />The November 1999 Street Classification Map adopted by Ordinance No. 20181 and as.amended <br />by Ordinance thereafter, shall be the basis for determining the correct classification of a street <br />Capital Drive is classified as a local street. <br />EC 9.6855 Street Names. <br />Wherever practical, streets that are in alignment with existing named streets shall bear the names <br />of such existing streets. Names for streets that are not in alignment with existing streets are subject <br />to approval by the planning director and shall not necessarily duplicate or resemble the name of <br />any existing or platted street in Lane County. <br />The proposed street improvement is an extension of the existing Capital Drive and therefore will <br />continue to use that name. Street A will be named at a later date and will meet the naming <br />requirements for streets as listed above. <br />EC 9.6860 Street Right-of-Way Map. <br />The November 1999 Street Right-of-Way Map is an official map adopted by the city council by <br />ordinance No. 20181 designating the widths of street right-of-way and street paving for specific <br />street segments. <br />Capital Drive is an existing 50 foot right of way. <br />EC 9.6865 Transit Facilities. <br />Except for applications proposing needed housing, the city manager may require provisions, <br />including easements, for transit facilities where future transit routes are required on streets <br />extending through or adjacent to the area of the development . . <br />Capital Drive cannot accommodate transit due to the context appropriate-design of the streets. The <br />existing corners are too sharp and the existing paved surfaces are not wide enough to <br />accommodate the city buses. No future transit is expected or can be accommodated. <br />EC 9.6870 Street Width <br />Unless an alternative width is approved through use of other procedures in this code, the right-of- <br />way width and paving width of streets and alleys dedicated shall conform to those designated on <br />the adopted Street Right-of- Way map. <br />Capital Drive is a low volume residential street. Table 9.6870 Right of Way and Paving Widths, <br />indicates that a low volume street will have a right-of-way width of 45'- 55' and a paving width of <br />20'- 28'. <br />Capital Drive is a dedicated 50' right-of-way and currently has a paving width that varies from 19 <br />feet to 14 feet. This design of this project proposes to improve Capital Drive to a 21' paving width, <br />meeting the Right-of-Way and Paving Widths standards. <br />EC 9.6873 Slope Easements <br />Because of terrain, slope easements may be required . . <br />See civil plans for location of slope easements, if any. <br />EC 9.6875 Private Street Design Standards <br />Private streets, when permitted under EC 9.6815 (2), shall be designed and constructed in <br />accordance with applicable requirements for private streets contained in the adopted "Design <br />Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways." <br />Street A is designed as a private drive and will be designed and constructed to city standards. The <br />pavement will be 21 feet wide with a 4 foot sidewalk on one side. Several meetings with Public <br />Works staff indicated that the design is acceptable as proposed.
