Capital Hill PUD Page 38 of 63 <br />Planned Unit Development Application - Tentative Stage - Written Statement <br />March 3. 2017 <br />The only street that terminates with no likely extension in the future is Capital Drive, which <br />terminates at the boundary of Hendricks Park. Considering this is a hilltop development <br />with lots fully developed on the west side of Capital Drive, there is no practical place to put <br />either a cul-de-sac or a hammerhead turnaround at the terminus of Capital Drive. All <br />proposed new dwellings will be required to have sprinkler and can be evaluated at time of <br />building permit submittal for compliance with this requirement. <br />(2) If a street will be extended in the future, a temporary easement shall be provided and an <br />emergency vehicle turnaround shall be constructed. <br />There are no plans to extend Capital Drive in the future. <br />See answer to (1) above. <br />(3) There shall be no cul-de-sacs more than 400 feet long from the centerline of <br />the intersecting street to the radius point of the cul-de-sac bulb. <br />There are no cul-de-sacs proposed. <br />(4) Pubic accessways to provide safe circulation for pedestrians, bicyclists and emergency <br />vehicles shall be required from a cul-de-sac or emergency vehicle turnaround longer than <br />150' in length when measured from the centerline of the intersecting street to the radius <br />point of the cul-de-sac or to the center point of the emergency vehicle turnaround. <br />There are no cul-de-sacs or emergency vehicle turnarounds proposed. <br />(5) As a part of a Type II of Type III process, an exception may be granted to the requirements <br />of (1), (3) and (4) of this section because of the existence of one or more of the following <br />conditions: <br />(a) Physical conditions preclude development of the connecting street. Such conditions <br />may include, but are not limited to, topography or likely impact to natural resources <br />areas such as wetlands, ponds, streams, channels, rivers, lakes or upland wildlife <br />habitat areas, or a resource on a National Wetland Inventory or under protection by <br />state or federal law. <br />An exception is being requested to sections (1), (3) and (4). Physical conditions <br />preclude development of the connecting streets. Connecting the terminus of Capital <br />Drive with the terminus of Highland Drive would require constructing a road on slopes <br />that are a minimum of 30%, too steep for fire access. <br />A connection deep into the park to Fairmount Boulevard would also require traversing <br />slopes too steep for fire access, as well as likely to be extremely unpopular with the <br />community. <br />EC 9.6830 Intersections of Streets and Alleys <br />(1) Angles <br />(a) Streets and alleys shall intersect one another at an angle as near to a right angle as <br />practicable considering topography of the area and previous adjacent layout. <br />Street A is proposed as shown on the Site Plan. Intersections are wide enough to <br />accommodate appropriate fire radii. The street has been located where a private access <br />drive already exists and is located where an existing driveway is currently constructed. <br />These locations were considered the least impactful to the site and provide visibility and a <br />safe intersection. See attached Traffic Analysis. <br />The southernmost intersection of Capital Drive and Street A allows a car traveling north <br />from Capital onto Street A to make an easy right hand turn. A car traveling south from <br />Street A can orient themselves 90 degrees to the street as a result of the large radius at <br />that intersection, which addresses existing and potential safety concerns. <br />The northernmost intersection of these 2 streets provides a smoother right turn for those <br />going north on Capital to Street A, as well as clear visibility if continuing to the terminus of <br />Capital Drive. <br />Schirmer Satre Group • 375 West 4 `h Avenue, Suite 201, Eugene, OR 97401 • (541) 686-4540 <br />
