Capital Hill PUD Page 28 of 63 <br />Planned Unit Development Application - Tentative Stage - Written Statement <br />March 3, 2017 <br />(i) That all developments (planned unit developments or subdivision) shall be reviewed to insure <br />maximum preservation of existing vegetation. <br />See Tree Preservation Plan and discussion under the relevant code sections within this Written <br />Statement.. <br />EC 9.9570 Fairmount / U of O Special Area Plan Policies <br />Property is not within the University of Oregon study area. <br />EC 9.9590 Laurel Hill Plan Policies <br />Only a portion of the property is in the Laurel Hill Valley and as such, the policies only apply to that <br />portion of the property. <br />(1) Laurel Hill Valley Neighborhood Land Use and Future Urban Design (Section I, Subsection <br />C). <br />(a) Approval of Valley Development will take into consideration: <br />1. Density. The appropriate density for the residential development shall be determined <br />based on 1) the provision of the Metropolitan Area General Plan calling for an overall <br />density range of one to ten units per acre; and 2) provisions of the South Hills Study, <br />including those limiting density to five units per acre for sites above 500 feet in elevation. <br />Tax lots 100 and 201, which contain approximately 7.78 acres of the development site are <br />located in the Laurel Hill Valley Citizens Neighborhood. <br />This acreage contains 15 proposed lots, or 1.93 units per acre, which is well within the <br />densities proposed by both the Metropolitan Area General Plan (one to ten units per acre) <br />and the 5 units per acre allowed by the South Hills Study. <br />2. Size. Large apartment complexes . . <br />Large apartment complexes are not proposed for this development site. The largest units <br />could be 3 single family attached townhouses, which are not considered apartments either. <br />3. Dispersal. Planned Unit Developments composed primarily of multiple dwelling units shall <br />be separated and dispersed and not abutting. (Policy 1). <br />Capital Hill PUD is composed primarily of single family detached housing. Only 3 of the 35 <br />lots allows for proposed multiple dwelling units.
