• Adoption of the current Eugene Land Use Code to make it applicable to the two areas added to the <br />Eugene UGB. <br />Ordinance #2: (Land for Housing): <br />• Amendments to the new comprehensive land use plan to adopt a "housing needs analysis" which <br />demonstrates that no land must be added to Eugene's UGB to meet the City's need for housing, and <br />a new inventory of Eugene's buildable lands for housing. <br />• Amendments to the Eugene Land Use Code to increase the required minimum density from 10 to <br />13 dwelling units per net acre on lots that are 0.5 acre or larger in the R-2 Medium Density <br />Residential zone, with some exceptions (e.g. housing for low income individuals). <br />For more information, please visit the following website: <br />httP://www.eugene-or.gov/2987/Adopting-Our-Urban-Growth-Boundary <br />Review Process <br />The Eugene and Lane County Planning Commissions will consider the approval criteria below in making a <br />recommendation to their elected officials (the Eugene City Council and the Lane County Board of <br />Commissioners). Following the public hearing, at a separate meeting, each planning commission will <br />deliberate and take action to make its own recommendation. The proposal will then be considered by the <br />elected officials in a process that will include another public hearing. <br />Applicable Criteria <br />The proposed actions must be consistent with Chapter 197 of the Oregon Revised Statutes, Chapter 660 of <br />the Oregon Administrative Rules, and the approval criteria as listed here and at http://www.eugene- <br />or.gov/2987/Adopting-Our-Urban-Growth-Boundary, at the link "List of Approval Criteria." <br />EC 9.7735 Metro Plan Amendments - Criteria for Approval. The following criteria shall be applied by the city <br />council in approving or denying a Metro Plan amendment application: <br />(1) The proposed amendment is consistent with the relevant Statewide Planning Goals; <br />(2) The proposed amendment does not make the Metro Plan internally inconsistent. <br />(3) When the city-specific local comprehensive plan also applies, the proposed amendment <br />is consistent with the city-specific local comprehensive plan. <br />EC 9.8065 Code Amendment Approval Criteria. <br />(1) Is consistent with applicable statewide planning goals as adopted by the Land <br />Conservation and Development Commission. <br />(2) Is consistent with applicable provisions of the Metro Plan and applicable adopted <br />refinement plans. <br />(3) In the case of establishment of a special area zone, is consistent with EC 9.3020 Criteria for <br />Establishment of an S Special Area Zone. <br />EC 9.8424 Refinement Plan Amendment Approval Criteria <br />(1) The refinement plan amendment is consistent with all of the following: <br />(a) Statewide planning goals. <br />(b) Applicable provisions of the Metro Plan. <br />(c) Remaining portions of the refinement plan. <br />(2) The refinement plan amendment addresses one or more of the following: <br />IF <br />-w` <br />(a) An error in the publication of the refinement plan. <br />(b) New inventory material which relates to a statewide planning goal. <br />(c) New or amended community policies. <br />
