1 0025 is relevant context for interpreting the goal, as it implements the fourth <br />2 paragraph of Goal 9. OAR 660-009-0025(8) explains what is required: <br />3 "Uses with Special Siting Characteristics. Cities and counties that <br />4 adopt objectives or policies providing for uses with special site <br />5 needs must adopt policies and land use regulations providing for <br />6 those special site needs. Special site needs include, but are not <br />7 limited to large acreage sites, special site configurations, direct <br />8 access to transportation facilities, prime industrial lands, <br />9 sensitivity to adjacent land uses, or coastal shoreland sites <br />10 designated as suited for water-dependent use under Goal 17. <br />11 Policies and land use regulations for these uses must: <br />12 "(a) Identify sites suitable for the proposed use; <br />13 "(b) Protect sites suitable for the proposed use by limiting land <br />14 divisions and permissible uses and activities that interfere <br />15 with development of the site for the intended use; and <br />16 "(c) Where necessary, protect a site for the intended use by <br />17 including measures that either prevent or appropriately <br />18 restrict incompatible uses on adjacent and nearby lands."' <br />9 In 1995, this text was located at OAR 660-009-0025(4), but is now at <br />OAR 660-009-0025(8).
