December 3-4, 2015 - LCDC Salem <br />Agenda Item 4, Attachment H <br />1 section (6), the city must compare relative costs, advantages and disadvantages of alternative <br />2 UGB expansion areas with respect to the provision of public facilities and services needed to <br />3 urbanize alternative boundary locations. For purposes of this section, the term "public <br />4 facilities and services" means water, sanitary sewer, storm water management, and <br />5 transportation facilities. The evaluation and comparison under Location Factor 2 must <br />6 consider: <br />7 (a) The impacts to existing water, sanitary sewer, storm water and transportation facilities <br />s that serve nearby areas already inside the UGB; <br />9 (b) The capacity of existing public facilities and services to serve areas already inside the <br />10 UGB as well as areas proposed for addition to the UGB; and <br />11 (c) The need for new transportation facilities, such as highways and other roadways, <br />12 interchanges, arterials and collectors, additional travel lanes, other major improvements <br />13 on existing roadways and, for urban areas of 25,000 or more, the provision of public <br />14 transit service. <br />15 (9) The adopted findings for UGB adoption or amendment must describe or map all of the <br />16 alternative areas evaluated in the boundary location alternatives analysis. <br />8 <br />
