December 3-4, 2015 - LCDC Salem <br />Agenda Item 4, Attachment H <br />1 Release 3.2 Geodatabase published by the Oregon Department of Geology and Mineral <br />2 Industries (DOGAMI) December, 2014, provided that the deposit or scarp flank in the <br />3 data source is mapped at a scale of 1:40,000 or finer; <br />4 Concern/question: Are all landslide deposits or scarp flanks created equal? What <br />5 is a significant landslide? <br />6 (B) Flooding, including inundation during storm surges: the land is within the Floodway <br />7 or Special Flood Hazard Area (SFHA) identified on the applicable Flood Insurance Rate <br />8 Map (FIRM); <br />9 (C) Tsunamis: the land is within a tsunami inundation zone established pursuant to ORS <br />10 455.446. <br />11 (c) The land consists of a significant scenic, natural, cultural or recreational resource <br />12 described in this subsection: <br />13 (A) Lands that are designated on an acknowledged comprehensive plan prior to initiation <br />14 of the UGB amendment, or that are mapped on a published state or federal inventory at a <br />15 scale sufficient to determine its location for purposes of this rule, as: <br />16 (i) Critical or essential habitat for a species listed by a state or federal agency as <br />17 threatened or endangered; <br />18 (ii) Core habitat for Greater Sage Grouse; or <br />19 (iii) Big game winter range or migration corridors. <br />20 Concern/question: What about portions of such areas that may be compromised <br />21 by the configuration of the adjacent urban area? Are there areas that may be <br />22 pinched by urban uses and other nonresource land uses? Notches in urban areas? <br />23 Should allow for carve outs of conflicted parts of such areas. <br />24 (B) Federal Wild and Scenic Rivers and State Scenic Waterways, including Related <br />25 Adjacent Lands described by ORS 390.805, as mapped by the applicable state or federal <br />26 agency responsible for that scenic program; <br />27 Concern/question: What about situations where suitable lands for urbanization <br />28 may exist on both sides of a designated waterway? Are there any such situations? <br />29 If so, can protection exist within an urban area with use of such tools as setbacks, <br />30 design standards, etc.? <br />2 <br />
