This provides a streamlined ladder of appeal and more certainty <br />about timing. <br />• The population forecasting program. We understand that was the result of a different <br />set of legislation, but it will significantly streamline the Division 38 process. <br />• Encouragement for accessory dwellings. While this does not account for a lot of <br />housing in most cities, small percentages will add up over time and the rule provides <br />incentives for cities to adopt accessory dwelling unit ordinances if they do not already <br />have them. <br />• Net to gross factor for employment land. The rule recognizes that public uses also occur <br />in employment zones. <br />• Use of reasonable, evidence-based employment density factors. The Committee had <br />considerable discussion around this issue and received testimony from several experts. <br />The use of the employee-per-acre methods and assumptions that build from the UO <br />research is an appropriate approach. <br />
