December 3-4, 2015 - LCDC Salem <br />Agenda Item 4, Attachment A <br />Proposed New Rules to Implement ORS 197A Public Draft 3 - November 23, 2015 <br />1 (B) The statutory or other legal authority for establishing the proposed funding <br />2 method(s); <br />3 (C) The timing of the establishment of the proposed funding method(s); and, <br />4 (D) The projected revenues to be generated by the proposed funding method(s). <br />5 (4) For purposes of this rule, "sewer, water and transportation capacity for planned urban <br />6 development" includes: <br />7 (a) Sewer capacity, which consists of wastewater treatment facility capacity and collection <br />8 system capacity, including interceptors, lift or pump stations, force mains, and main sewer <br />9 lines; <br />10 (b) Water capacity, including: <br />11 (A) Available water rights; <br />12 (B) Water treatment capacity; <br />13 (C) Water storage capacity, including system reserves needed for fire suppression; and, <br />14 (D) Distribution system capacity, including pumping facilities, primary and secondary <br />15 feeders, and distributor mains; and <br />16 (c) Transportation capacity, including: <br />17 (A) Networks of pedestrian, bicycle, transit, and street facilities; and <br />18 (B) Performance of the planned transportation system measured against adopted <br />19 transportation performance standards set forth in the applicable acknowledged TSP. <br />20 (5) For purposes of this rule, "committed financing" means financing methods for which a city or <br />21 other service provider has identified and documented the following: the authority to establish and <br />22 implement the method, the amount of funding to be generated, the purpose to which the funding <br />23 will be dedicated, and the repayment method and schedule for any bonded or credit indebtedness <br />24 is identified and documented.
