1 "(B) The population growth rate for the urban area in the <br />2 appropriate 20-year coordinated population forecast determined under <br />3 Rules in OAR 660, div 32." <br />4 (Emphasis added.) <br />5 That rule cannot be read in isolation. As LUBA explained, OAR 660-024- <br />6 0040(9) finds context in relation to another rule, OAR 660-009-0015, which addresses <br />7 "economic opportunities analyses" (EOA). Cities and counties must engage in economic <br />8 opportunities analyses, and those analyses must contain information required by that rule. <br />9 The analyses should include the following information: <br />10 "(1) Review of National, State, Regional, County and Local Trends. <br />11 The economic opportunities analysis must identify the major categories of <br />12 industrial or other employment uses that could reasonably be expected to <br />13 locate or expand in the planning area based on information about national, <br />14 state, regional, county or local trends. This review of trends is the principal <br />15 basis for estimating future industrial and other employment uses as <br />16 described in section (4) of this rule. A use or category of use could <br />17 reasonably be expected to expand or locate in the planning area if the area <br />18 possesses the appropriate locational factors for the use or category of use. <br />19 Cities and counties are strongly encouraged to analyze trends and establish <br />20 employment projections in a geographic area larger than the planning area <br />21 and to determine the percentage of employment growth reasonably <br />22 expected to be captured for the planning area based on the assessment of <br />23 community economic development potential pursuant to section (4) of this <br />24 rule. <br />25 "(2) Identification of Required Site Types. The economic <br />26 opportunities analysis must identify the number of sites by type reasonably <br />27 expected to be needed to accommodate the expected employment growth <br />28 based on the site characteristics typical of expected uses.
