Annexation Written Statement <br />November 29, 2016 <br />• City of Eugene Fire & ENIS Department is ulready providing service to the <br />site. <br />• Access to,30" Avenue Ls available through an extension of Spring Boulevard <br />in city owned Tai Lot 301. This access route will be to 30th Avenue only for <br />two reasons: first, the Laurel Hill Plan Transportation Policy 1 disallows a <br />connection between 30m Avenue and the Glenwood Interchange and second, <br />u segment of the tai lot near Central Boulevard is approximately a 28% <br />slope. City design standards have a maximum street slope of 15% with <br />sections up to 20%for no more than 20o feet. To accomplish these grades <br />through a section of28% existing slope would require more earthwork than <br />supported by the South Hills Study. It should be noted that Tat Lot 301 is <br />street right-of-way because the city's deed (Reel 204,7R, Instrument 9514751) <br />for Tar Lot 301 states that: <br />City, by acceptance of this grant, hereby declares that it has jell <br />knowledge that the subject real property conveyed by this grant was <br />ucquired with road funds of Lane County and hereby accepts the legal <br />obligations and restrictions of use of the property for public road <br />purposes as provided for under Oregon law and this grant. <br />• The city does not have any storm sewerfacilities in the urea. Therefore, any <br />future development on the site will need to treat stornuvater on-site, then <br />detain and release in a munner that mimic current drainage patterns. <br />Other policies in the Metro Plan and South Hills Study address annexation in the <br />context of defining the ullowable UGB limits. Since the site is located inside the <br />UGB it is reasonable to expect that these policies have been met and do not need <br />to be specifically addressed here. <br />(3) The proposed annexation will result in a boundary in which the minimum level of <br />key urban facilities and services, as defined in the Metro Plan, can be provided in <br />an orderly, efficient, and timely manner. <br />As discussed above, public services are in place and readily available to the <br />parcels proposed fur annexation.
