ATTACHMENT B
Policy 10. Annexation to a city through normal processes shall continue to be the
highest priority (page Il-C-S).
Policy 15. Ultimately, land within the UGB shall be annexed to a city and provided with
the required minimum level of urban facilities and services. While the time
frame for annexation may vary, annexation should occur as land transitions
from urbonizable to urban. (page 11-C-5)
As addressed below under subsection (3), and consistent with these policies, a minimum
level of key urban facilities and services can be provided to the area in an orderly and
efficient manner. This annexation request is proposed by the property owner and is
subject to the City's normal process for consideration of voluntary annexations.
The Metro Plan designates the subject property for low density residential use, and as
such, future rezoning will be required to bring the property's zoning into conformance
with the designation for low density residential use (from AG Agricultural to R-1 Low-
Density Residential). The Laurel Hill Plan and the South Hills Study are the adopted
refinement plans for the subject property, however neither plan includes policies that
would serve as approval criteria for the proposed annexation.
EC 9.7825(3) The proposed annexation will result in a boundary in which the minimum level of key
urban facilities and services, as defined in the Metro Plan, can be provided in an
and timely manner.
Z H NO Findings: The proposed annexation will result in a boundary in which the minimum
YES level of key urban facilities and services can be provided in an orderly, efficient, and
timely manner as detailed below:
Wastewater
There is an 8-inch line within Central Boulevard available to serve the subject property;
the distance from the subject property to the public wastewater line is approximately
450 feet. The public system can be extended by the property owner/developer to serve
the subject property.
Stormwater
Stormwater drainage facilities are not immediately available to the subject property but
can be provided at the time of development consistent with the City's stormwater
regulations.
Transportation
This property has frontage on existing un-improved right-of-way, identified as City
owned Tax Lot 301, Assessor's map 18-03-09-20; this right-of-way is expected to be the
future extension of Spring Boulevard. Consistency with public improvement and street
standards will be evaluated and ensured at the time of development. A Lane County
Facility Permit may also be required for any future connection to Spring Boulevard,
Furtick, Don (A 16-10) January 2017 Page 2
