RESPONDING TO R-9650-A <br />As provided in EC 9.8650, the purpose of Traffic Impact Analysis Review (TIA review) is to <br />ensure that developments that will generate a significant amount of traffic, CAUSE AN <br />INCREASE IN TRAFFIC THAT WILL CONTRIBUTE TO TRAFFIC PROBLEMS IN THE AREA. <br />RESPONSE <br />It is proposed that over 50 cars per hour could exit or enter the project on 32nd Avenue. <br />Therefore it is within the study area. <br />RESPONDING TO R-9650-8.1.2 ROADWAY AND INTERSECTION CAPACITY <br />It is required to include ALL STREETS AND INTERSECTIONS THAT PROVIDE ACCESS TO AND <br />FROM THE DEVELOPMENT REGARDLESS OF THE GENERATED VOLUME OF TRAFFIC. <br />The engineering study totally overlooked the traffic that will be generated on Alder St. It is <br />within minimally 160 ft. from site should have been included in the report. (Exhibit 1 ) <br />Directly across 32nd Ave. from the project, (south side) there is an alley that is often used during <br />peak times by people that cannot get onto Hilyard St. peak times. It allows them to drive south <br />through the alley and drive through four different traffic routes on private property, The <br />Paddock and Mazzi's parking lots are a favorite (EXHIBIT 2) <br />There is a high volume medical office across 32nd Ave. from the project. (Exhibit 3) <br />The intersection at the corner at 32nd Ave. and Hilyard St. has been mentioned numerous times <br />in this report. (EXHIBIT 4) Not noted anywhere is there is a NO U TURN sign which will not allow <br />southbound traffic to make a U turn and drive north. Because the traffic pattern is so bad <br />people make the illegal U turns frequently. Likewise the SB traffic is so bad a NO U TURN sign is <br />near the entrance of 31St Street to the property on Hilyard St. Legally a U turn is permitted on a <br />four lane road, two lanes of traffic both directions. The traffic on this section of Hilyard St. is so <br />extremely high for the purpose of safety no U turns on the southbound lane are permitted. <br />(Exhibit 5) Additional traffic from the 32nd Ave. entrance/exit will contribute to traffic problems <br />at the intersection. <br />Vehicles driving east on the Amazon Parkway and making a right hand turn with the intent of <br />entering the parking lot on 32nd Avenue will have to cross two lanes. This creates a serious <br />safety issue during peak driving periods. I noted in the engineering report that there has been <br />only one accident on the corner but the increased volume of traffic created by the property will <br />increase the likelihood for accidents.
