To Erik Berg: <br />Am requesting you accept my responses to the Traffic Impact Analysis for the property known as Amazon Corner. I have <br />attempted to cite references back to Administrative Order No. 58-02-02. There are some places that do not flow well <br />together but responding to each issue individually had made this extremely difficult. <br />My summary is there are numerous issues not addressed regarding traffic issues for the site. Some are: <br />A major bike path from the river and coming out at 39th an East Amazon is not in the engineering study. <br />Considerable vehicles traffic to and from the project will go over or on the path. Mitigation is highly unlikely by <br />the community. It is very likely GEARS will respond to this strongly. <br />The intersection on the corner of 32"d and Hilyard is extremely busy at all times of the day. The study by the City <br />of Eugene supports as factual 23,300 cars daily will be going by this intersection. In perspective only 18,100 will <br />be using 30th Ave. The General Administration Code 9.0020 a. and b. is encourage the use of vacant land and IN- <br />FILL. The Residential Land Supply 2012-2032 clearly shows there is considerable amount of land to be developed <br />along Fox Hollow Road and Dillard road. No matter what numbers you want to use, the traffic on Hilyard Ave. is <br />going to explode in growth. <br />There are serious issues entering/exiting the project on Hilyard Ave. Coming from downtown on Amazon <br />Parkway it is necessary to slope down over 5 degrees, make a right hand turn onto Hilyard Ave. Next will have to <br />drive past a bus stop, cross over from the right lane to the left lane and into the left turn lane in the medium All <br />this in less than two blocks with an excess of 1238 cars an hour SB on Hilyard Ave. Likewise coming from the site <br />to Hilyard Ave. there is the same issue going onto Amazon Parkway, cross over a lane to get into the turning <br />lane. THE ISSUE CLEARLY THE PROJECT IS INCREASING TRAFFIC on one of the most highly used street in Eugene. <br />The suggestion anywhere that people will make heavy use of LTD reducing vehicle use is bogus. The <br />demographics from LTD do not support this. <br />The Eugene Code General Administration 9.00020 (m) states.
