This adjustment review is not a minor request as suggested by Kelly Witmill of the City of Eugene. I counted only 60 below ground parking <br />spaces and 98 above ground parking spaces for 108 residential units with residents and guests and the many businesses with employees and <br />visitors parking needs. <br />There needs to be an expanded Traffic Impact Analysis (TIA) to address the following traffic issues and specific concerns including: <br />1) Increased traffic on the residential side streets of Ferry, Alder, Kincaid, Harris & Onyx Streets and 31st, 32nd & 33rd Avenues, (refer to: <br />R-9.8650-A, C-1, F-8.1.1- 8.1.4, F-9). <br />2) Lack of safe crossings for pedestrians and cyclists, (refer to: R-9.8650-C-1, F-9, G-2). <br />3) Lack of refuges for vehicles entering/exiting Hilyard Street at 31st Avenue, (refer to: R-9.8650-C-1, F-8, 9, 10). <br />4) The study was only done for late afternoon hours, not the morning school and work rush times, (refer to: R-9.8650-F-4.1.1, 2, 4, 5, 6 - F- <br />4.4.9 - F-5.1). <br />5) Parking on 32nd Avenue, (refer to: R-9.8650-G(1)(2)). <br />6) Fewer units means less traffic, so building three stories is preferred, rather than four stories as suggested in the 8/26/16 Register Guard <br />article or five stories as presently proposed (refer to: R-9.8650-A). Three stories replacing the previous single story building will increase the <br />usage on this property by more than three times. <br />There needs to be an emphasis on the identification of traffic issues created by the proposed Amazon Corners. This Traffic Impact Analysis <br />(TIA) needs to be done independently of the City of Eugene or the U of O which I believe is not an unbiased group separate from the City. <br />There needs to be mitigation to shrink and lower the overall footprint and height of the proposed development, this will address the many <br />traffic issues, neighborhood concerns, etc. The proposed one lane each way on Hilyard Street will create congestion and is unacceptable. <br />Mike Coughlin, by taking action to reduce the severity of this building project and addressing the serious impacts on the neighborhood you <br />will truly move this residential/business concept into a positive addition to the community rather than a painful symbol of greed. The <br />previously mentioned plan and this proposed plan is disturbing neighbors. Mike you said. "I want it to be a nice project. We want it to blend <br />in with the area and have it be a place for the neighborhood and community to appreciate." Listen to the neighborhood so this project is a <br />success and one you and your family can be proud of. <br />I hope the quality of construction will be much higher than Crescent Village as mentioned for comparison in the RG article, read the <br />complaints of Crescent Village residents online. The following factors can make a huge difference in the quality of life for those living here <br />and would increase the overall demand for the units. Will it have proper sound isolation between the apartment units? Will it be built solidly <br />and properly to withstand the coming earthquake? Can residents guests park on site when visiting? Is this proposed project really visually <br />appealing? <br />There is a need for affordably priced housing units and low income housing, not high end apartments. This project would get more support <br />if it included units that are affordable for most people. But as Mike Coughlin said these units probably will be priced at the higher end of the <br />market because of the cost to build them. Housing units with new construction will always cost more and yet they will be profitable. No City <br />tax exemption should be allowed for this building project. <br />Most importantly, please keep in mind the Envision Eugene draft report approved by City Council that includes seven pillars, one of which <br />is: "Protect, Repair and Enhance Neighborhood Livability." The Amazon Corner proposed development needs to scale back its height and <br />footprint to conform to this pillar and not negatively impact the surrounding neighborhood. <br />Please place in the public record. <br />Janet Bevirt, 2915 Charnelton St, Eugene, OR <br />
