I <br />have light pollution all night long from their new stair or elevator windows and higher apartments and meeting rooms. There is added <br />usage for employee/visitor parking along West 30th Avenue and other streets (at times even down Charnelton St) due to their lack of <br />required parking for their facility. No Parking signage is now placed on one side of West 30th Avenue. There is an increase in traffic from <br />their supply trucks and employee/visitor cars sometimes speeding up and down Charnelton Street. <br />The proposed "Amazon Corner" on Hilyard Street and 32nd Avenue is blocks away from my other property on East 32nd Avenue <br />between Ferry Street and Willamette Street. I was not mailed any City information about the proposed massively, tall building that will be <br />a visual eyesore to my property there. This building would be louder and more lively with younger people and would have more traffic <br />impact with the residential and retail business activities during both day and night. <br />The Amazon Corner "proposed" development for the property just south of Albertsons on Hilyard Street is a huge building project with <br />108 residential units and 14,000 square feet of retail space on just 1.8 acres. At a total of 122,000 square feet of floor area, the 5-story, 62 <br />feet tall structure, has basement-level and surface parking for only 160 or less vehicles. It will be the largest structure built in South Eugene <br />in current times. This site should be more compatible with surrounding uses and neighborhoods by requiring building setbacks, size <br />restraints, etc. <br />To understand the true scope of this proposed monstrosity, I would like to see several drones flown over the site to identify the massive <br />size and visual impact of the 62 foot height, 5 story building. (Please note in the previous 8/26/16 Register Guard article Mike Coughlin <br />had proposed 4 stories.) What will the true height of this building actually be? <br />Now that plans have been drafted, where is Mike Coughlin's presentation to the neighborhood about this development. I do not want <br />increased traffic from Hilyard Street onto 31st Avenue towards Willamette Street. Recently I have been stopped on Willamette Street at <br />32nd Avenue from the 29th Avenue stop light many blocks away. <br />The light pollution from this building and the landscaped property will be bright and radiating. The enormous looming building will <br />overlook neighboring properties creating a complete loss of privacy and blocked solar access for residents close by. Also to not adversely <br />affect the neighboring properties the smell of garbage receptacles and the noise of garbage truck pick ups/delivery trucks needs to be <br />considered. Neighboring property values will decrease and those properties will be harder to sell for a good value. The previous 4 story <br />building suggested in the RG article that had neighbors concerned has now morphed into a proposal of an even larger footprint and an <br />increased height to 5 stories. I do not want all night light pollution from this extremely high out of place building like the Cascade Manor's <br />Tower Building. <br />The parking situation needs to be addressed so it does not impact the neighborhood. There will be a need for both store business <br />employees/guest and residents/guest parking. Mike Coughlin, you should possibly be requiring residents/tenants to sign a legally binding <br />rental contract stating they do not or will not own or need to park a vehicle on or off site in the neighborhood. Neighbors do not want to <br />have Permit Parking like near the University. <br />The requests for building adjustment/variances need to be denied. Do not allow: <br />1) nine ground floor residential housing units. <br />2) a limit to parking court requirements. <br />3) an increase to the allowable length of the multi-family building. <br />This adjustment review is not a minor request as suggested by Kelly Witmill of the City of Eugene. I counted only 60 below ground <br />parking spaces and 98 above ground parking spaces for 108 residential units with residents and guests and the many businesses with <br />employees and visitors parking needs. <br />
