The peak periods and regular traffic is relatively the same assuming a 14 hour day and the City <br />of Eugene Public Works numbers are about the same. This suggests that the traffic flow is <br />relatively the same at all daylight hours. (PACKET ) <br />Needed is an accurate count for morning traffic. Between 0700 and about 0900 many parents <br />are taking their children to schools. The count should be higher than the afternoon peak <br />periods where traffic is less bunched. <br />R-9650-F-4.41 REPORT REQUIREMENT <br />Access control to be included in report. Coupled with the report is Figure 2: Lane configuration <br />and Intersection Control. It is clearly signed on the corner of 32nd Avenue and Hilyard St. that U <br />turns are not permitted on the SB lane. Likewise no U turns are permitted on the SB lane just <br />few feet from the project entrance/exit on Hilyard St. <br />R-9650-F-4.4.8 <br />It is required to show the usage of Transit stops, service, and usage. When the project was first <br />introduced there was a claim that people using public using public transportation would reduce <br />automobile use. The Lane Transit District Usage Report says the greatest bus use is for <br />students. Additionally for non-students the greatest use is for people in the very low income <br />bracket. This project has been characterized as an up-scaled living facility. Regarding the retail, <br />people use the bus very little for shopping. BECAUSE BUS USAGE SERIOUSLY AFFECTS THE USE <br />OF AUTOMOBILES it needs to be cited and included in the report. Bus usage from the profile of <br />people living at the project or retail will be low. <br />
