<br />EXECUTIVE SUMMARY <br />This report describes the Traffic Impact Analysis and findings prepared for the proposed redevelopment <br />of -03-08-21 located at on the northeast corner of Hilyard Street and E <br />nd <br />32 Avenue in Eugene, Oregon. The redevelopment will replace a former vacant church building with a <br />multi-story building containing approximately 14,000 sf of retail and 108 residential units. Access to the <br />site will be maintained via an existing restricted-movement driveway onto Hilyard Street (located near <br />the north edge of the property) and an existing full-movement driveway onto E 32 nd Avenue. <br />The analysis evaluates the operation of the site entrances and adjacent intersections. The following <br />findings and recommendations are based on the information and analysis contained within this report. <br />FINDINGS <br />The analysis concludes the following findings: <br />The intersections of Hilyard Street at Amazon Parkway/E 30 th Avenue and Hilyard Street at E <br /> <br />nd <br />32 Avenue will meet the mobility standards though the year 2023 and the addition of <br />development traffic will not degrade the mobility of the studied intersections to below the <br />mobility standard. <br />The intersection of Hilyard Street at E 31 st Avenue does not meet the mobility standard under <br /> <br />existing conditions and is projected to not meet the mobility standard though the year 2023. <br />The addition to development traffic further degrades the mobility of the intersection in 2023 <br />and therefore requires mitigation. The mitigation proposed in this report includes the restriping <br />of the eastbound approach to include dedicated right and left-turn lanes. With the proposed <br />mitigation, the intersection operations under the build condition are not further degraded <br />beyond background 2023 operations. <br />The addition of development traffic will not substantially increase queueing conditions over the <br /> <br />background conditions. <br />All site driveways are projected to operate safely and efficiently. <br /> <br /> <br /> <br />November 15, 2016 <br />Amazon Corner TIA <br /> <br /> <br />
