Construct a right-turn lane for the westbound approach at the intersection of Glenwood Drive and <br />Glenwood Boulevard. The length of the right-turn lane will be determined by ODOT. The design and <br />construction specifications will be approved by ODOT. This work has been completed. <br />Improve Laurel Hill Drive to City Standards from Moon Mountain to the southern terminus. This work will <br />also include the improvement of the Moon Mountain and Laurel Hill intersection to conform to City Fire <br />Marshall standards. This work was completed in 2002 via a PEPI. Though it should be noted that some <br />of the properties do not have sidewalks, but the entire street has curb and gutter. <br />There are two additional requirements for this phase of the project; however, these requirements concern <br />construction techniques and permitting of the project, not the construction of infrastructure. <br />The following is a list of the Stage 2 Infrastructure Requirements for the ERV; accompanying each of the items <br />on the list is a discussion if the condition has been met (see red text): <br />• Improve Moon Mountain Drive to City of Eugene standards, from Laurel Hill Drive to Glenwood Blvd. <br />This work was completed in 2005 per a PEPI. <br />• Reconstruct the intersection of Moon Mountain Drive, Glenwood Boulevard and Glenwood Drive as <br />shown in Drawing 2 of Exhibit A, Page 7 (see attached). The length of turn lanes shall be determined by <br />ODOT. This work has been completed. <br />• Reconstruct the intersection of Glenwood Drive at the southbound exit ramp terminal as shown in <br />Drawing 2 of Exhibit A, Page 7 (see attached). The length of the turn lanes shall be determined by <br />ODOT. The design and construction will be approved by ODOT. Based upon aerial photos comparing <br />2004 and 2014, this work has been completed. <br />• Extend Glenwood Blvd south of the Moon Mountain Drive and Glenwood Drive intersection to the north <br />property boundary of the City of Eugene tax lot number TM 18 03 03, TL 200. This extension is referred <br />to as the "Brackenfern Extension"; the intersection will be built to ODOT standards; the rest will be built <br />to City of Eugene standards. This work was completed for a PEPI in 2003. <br />• In conjunction with the Stage 2 improvements, construct a functional roadway within the ROW of 25th <br />Avenue, or an approved alternative alignment, to provide two way access between Laurel Hill Drive and <br />Brakenfern/Glenwood. At the discretion of the City of Eugene, this may include full improvement of 25th <br />Ave. to City standards, or partial improvement that meets requirements for general access requirements <br />including emergency vehicles. This work was completed for a PEPI in 2007. <br />• Reconstruct the intersection of Glenwood Blvd. at the northbound off ramp terminal as shown in Exhibit <br />A, Drawing 3, page 8 (see attached). The length of each of the turn lanes will be determined by ODOT. <br />The design and construction will be approved by ODOT. This appears to not have been completed. <br />Conclusion: As stated above, Stage 3 of the East Ridge Village project cannot proceed until the final piece of <br />Stage 2 has been completed. It is not part of the scope of this memo to document ODOT's schedule for this final <br />improvement to the northbound ramp at the intersection of Glenwood Blvd. <br />
