in which any of the following has a direct or substantial financial interest: <br />the member or his or her spouse, brother, sister, child, parent, father-in- <br />law, mother-in-law; any business in which he or she is then serving or has <br />served within the previous two years; or any business with which he or she <br />is negotiating for or has an arrangement or understanding concerning <br />prospective partnership or employment. Any actual or potential interest <br />shall be disclosed at the meeting of the Commission where the action is <br />being taken. (EC 2.333 and ORS 244.135) <br />Section b Because of the importance of preserving public confidence in decisions <br />made by the Commission, a member of the Commission may elect to <br />abstain from a particular hearing when the member is not disqualified <br />under Section 5 above, but desires to avoid the appearance of partiality. <br />Abstention in such an instance shall be solely a matter of the member's <br />own judgment. A member who feels that abstention may be necessary or <br />desirable under this section shall seek the advice of the Commission and <br />then state the member's decision and the reasons therefore. <br />Section 7 Commission members shall receive no compensation, but shall be <br />reimbursed for duly authorized expenses. (EC 2.330) <br />Section 8 Any member who misses more than six consecutive regular meetings <br />without having been given a leave of absence by the City Council shall be <br />removed from the Commission by the City Council, and another member <br />shall be appointed by the City Council to complete the unexpired term for <br />such member. (EC 2.330) <br />ARTICLE IV. Mectines of Commission <br />Section 1 The Commission shall designate and make public the date, time, and place <br />of its regular meetings in a manner reasonably calculated to give actual <br />notice to interested persons who have requested notice and at least 24- <br />hours in advance of such meetings. (EC 2.345) <br />Section 2 Four members of the Commission shall constitute a quorum. (EC 2.345) <br />Section 3 if a member of the Commission is unable to attend a meeting, that member <br />is expected to notify the Chair or the Secretary in advance of the meeting. <br />Section 4 All Commission members shall be sent advance written notice of regular <br />meetings or special meetings where action is to be taken. Commission <br />members may be notified of study sessions at regular meetings or by <br />telephone at least 24 hours in advance of the meeting time. <br />-3- <br />
