The 2002 Eugene Code permits affordable housing developers to build 172 units on the Rest Haven <br />property. The current code does not. The cost of land, coupled with subjective standards, simply makes <br />it infeasible to build that many units. This isn't to say that development should not be subject to <br />rigorous standards. But, the standards in place should not come at the cost of inhibiting density and by <br />extension, our ability to provide affordable housing. Remember Envision Eugene has a goal to increase <br />density within the UGB; this is a great opportunity to develop at a slightly higher density, achieving a <br />small victory for Envision Eugene. <br />Rest Haven has been able to be developed under generally the same standards since 2002, this is not <br />the time to add new requirements. Please correct the Hearing Official's error and allow this application <br />to proceed under the standards and criteria that it is entitled to by state law.
