project is subject to a Willamette Greenway permit, only a 0.6 acre portion of the property is <br />within the Willamette Greenway boundary. <br />For additional details about the project, please review the applicant's written narrative which is <br />available in the application file for reference. The following report is divided into three sections: <br />Section 1- Willamette Greenway Evaluation (page 4); Section 2 - Site Review Evaluation (page <br />8); and Section 3 -Adjustment Review Evaluation (page 24) <br />Each evaluation provides details of the proposal in the context of the applicable approval <br />criteria and related standards. <br />Application Referrals and Public Hearing Notice <br />The applicant met with staff on October 6, 2015 to discuss the proposal, consistent with EC <br />9.7005 Pre-application Conference. <br />On January 13, 2016, the applicant submitted the Willamette Greenway Permit, Site Review <br />and Adjustment Review applications. After an initial review staff determined that the <br />applications were incomplete; on April 4, 2016 the applicant submitted supplemental <br />information and the applications were deemed complete on April 18, 2016. On May 6, 2016, <br />the Planning Division mailed and posted written notice of the public hearing, in accordance <br />with the applicable code requirements. <br />No written public testimony has been received in response to that notice, as of the date of this <br />staff report. Relevant referral comments received from other City departments are <br />incorporated into the following evaluation, in the context of the applicable criteria and related <br />standards. <br />Any written testimony received after the date of this report but prior to the public hearing will <br />be forwarded to the Hearings Official for consideration in making a decision on the subject <br />applications. Public testimony, written or otherwise, may also be presented at the public <br />hearing on this matter. <br />The Hearings Official is required to approve, approve with conditions, or deny a Type III land <br />use application (See EC 9.7330). The decision must be based on, and be accompanied by, <br />findings that explain the criteria and standards considered relevant to the decision.
