PART I <br />Site Review <br />The applicant requests Site Review approval for a 101-room, four-story hotel, as described <br />above. Certain aspects of the proposal require concurrent Adjustment Review approval. Please <br />see Part II of this narrative for a response to the relevant review criteria for those elements of <br />the proposal. <br />A response to the applicable Site Review criteria is provided below. <br />Applicable Review Criteria: <br />9.8430 Applicability. Site review provisions shall be applied when any of the following <br />conditions exist: <br />(1) Property is zoned with the /SR overlay zone and the proposal would result in either of <br />the following: <br />(a) New development of vacant sites (excluding partitions and any development that <br />consists only of new or expanded parking areas). <br />(b) An expansion of 20 percent or more of the total existing building square footage <br />on the development site. <br />An approval of the subject proposal would result in new development, including a new four-story <br />hotel with a footprint of approximately 15, 000 square feet and 88 associated vehicle parking <br />spaces. <br />To facilitate a review of the subject proposal against the applicable Site Review criteria, the <br />following discussion is divided into five parts. <br />• Land Use <br />• Building Architecture, Site Design and Landscaping <br />• Utilities and Transportation Facilities <br />• Natural Features <br />• Willakenzie Area Plan Policies <br />Eugene Towneplace Suites Page 3 April 4, 2016 <br />
