'
December 13, 1994
Ross Murry
Goodpasture Island Joint Venture
3610 Goodpasture Lake Loop Road
Eugene, OR 97401
Planning
& Development
Planning
City of Eugene
777 Pearl Street
Eugene, Oregon 97401
(503) 687 -5481
Re: VEGETATION REMOVAL AT VALLEY RIVER VILLAGE PUD
A few weeks ago, this office received word that some clearing of understory vegetation was
taking place along the Willamette River near proposed Phase 2 of Valley River Village PUD.
I toured the area and spoke to one of the workers at the site. Bill Castillo of the Oregon
Department of Fish and Wildlife also received a complaint and viewed the area. It appears
that the removal of vegetation went beyond the removal of blackberry bushes, though I
cannot substantiate that.
The purpose of this letter is to provide you with some guidance on how to proceed with
vegetation removal. As you know, the Riverwalk PUD has an approved management plan
for how that area along the river is to be managed. Any activity done in that area in
accordance with that plan will get the fullest support from the City. The area that was the
subject of the most recent vegetation removal has no approved management plan. Therefore,
until a management plan for that area has been reviewed and approved, I would recommend
that no activity take place. If any kind of activity needs to take place in advance of a
management plan, I would recommend that you coordinate with Bill Castillo and myself
before it takes place. I appreciate your cooperation on this matter.
Sincerely,
Jerry Jacobson
Principal Planner
cc: Todd Alberts
Fred Lockhart
Bill Castillo, Dept. of Fish & Wildlife
Neil Bjorklund, Planning Division
