Canyon Drive <br />The applicant proposes to extend Canyon Drive, where the existing right-of-way terminates at <br />the south property boundary, for a connection with West Amazon Drive. Canyon Drive complies <br />with the slope restrictions in EC 9.8325(5); and the applicant's alternative site plan shows a <br />hammerhead turnaround as required by EC 9.6820 Cul-de-Sacs or Emergency Vehicle <br />Turnaround, and the applicant shows a proposed future street connection pursuant to EC <br />9.6815(2)(b) Street Connectivity Standards. <br />The applicant notes that Canyon Drive would be a low volume residential street, which is <br />required by EC 9.6870 Street Width to have between 20 and 28 feet of pavement width <br />between 45 and 55 feet of right-of-way width. Sheet L8 of the applicant's plans show the <br />Canyon Drive design as having a 21-foot paved travel lane, with setback sidewalks on one side <br />of the street, within 25 feet of right-of-way. Consistent with the recommendation for Senger <br />Lane below, the applicant should reduce the paved travel Lane to 20 feet to minimize cut and <br />fill slope and impacts to the adjacent waterway. The proposed intersection of Canyon Drive <br />and West Amazon Drive occurs over the middle stream, which is a Goal 5 protected water <br />resource that requires Standards Review approval for public improvement crossings. The <br />following condition of approval in addition to the ones about would address these issues: <br />The final PUD site plans shall show Canyon Drive as: having 20 feet of pavement width <br />with curbside sidewalks, within 45 feet of right-of-way. The public improvements shall <br />be constructed as part of the Privately-Engineered Public Improvement (PEPI) permit <br />process. <br />Senger Lane <br />The applicant proposes to extend Senger Lane, from West Amazon Drive to the southwest <br />property corner. The applicant has aligned Senger Lane to overlap the existing public utility <br />easement that runs through the property and contains underground public wastewater <br />infrastructure; however, as noted above, this location will need to change to comply with EC <br />9.8325(5). Senger Lane is also located outside the /WR protected resource area. The street <br />improvements stop short of the property boundary, so as to not interrupt the perimeter buffer <br />area required by EC 9.8325(3). Senger Lane, in the configuration currently shown, can be <br />extended to adjacent lands consistent with the Street Connectivity Standards at EC 9.6815(2). <br />The terminus of Senger Lane shows a 30-foot wide reserve strip within the buffer area as <br />provided by EC 9.6840 Reserve Strip. When adjacent lands need the street connection to <br />further develop and dedicate their portion of Senger Lane, the reserve strip area would no <br />longer be required to buffer adjacent properties. As a street that terminates, but is expected to <br />be extended in the future, the applicant proposes a temporary turnaround, consistent with EC <br />9.6820 Cul-de-Sacs or Emergency Vehicle Turnarounds. <br />Senger Lane is ultimately expected to function as a Low-Volume Residential street, which is <br />required by EC 9.6870 Street Width to have between 20 and 28 feet of pavement width within <br />45 to 55 feet of right-of-way.
