This is so because any development site needs to be <br />accessed by a street or streets. To say that the criteria above does not allow streets in the 30 foot <br />wide landscape area would be to say that the site can't be developed. <br />Similarly, the allowance of streets in the landscape area should not be subject to any limitations <br />on how much of the 30-foot perimeter area may be occupied by streets. To do so would require <br />the exercise of judgment, which would make the criteria discretionary in nature, not clear and <br />objective. <br />Similarly, the criteria should not be read as prohibiting the placement of fences in the 30-foot <br />area, as there is no prohibition against fencing in connection with the criteria. <br />Sincer , <br />I <br />Klo <br />cc: Client <br />
